“I'm retired military. I spent twenty-six years in the Army, starting off when I was seventeen and then retiring in 1982. During that time frame I managed to go to school and earn a master's degree and a doctorate in veterinary medical science, I worked with the Surgeon General of the Army for most of my army career. My final assignment there was as a professor at the Uniformed Services medical school where I was an Assistant Professor for emergency and contingency medicine.

After retirement I worked with the fire service. I worked there as a volunteer for a number of years until I actually retired from the Army. Then I went into career status and ultimately worked my way up to being the fire commissioner there in the county. I also was the fire chief in Miramar, Florida, a professional position, and the director of the fire training academy at Miami-Dade Community College, called the Southeast Florida Training Academy, and ran my own hazardous material cleanup company [Stutz, Schuh and Associates], so it. all sort of tied in together. It's been just a lot of years on the street doing a lot of different things.

They all relate. It's kind of hard to see that sometimes!  My medical research, when I was in the Army, dealt with tropical medicine, but it also had chemical aspects to it. I spent a lot of time in the jungles looking for medicines and working with native peoples and dealing with certain aspects of exposure to chemicals.

I actually was the team leader for the LSD follow-up study which the Surgeon General performed and then ultimately started the Agent Orange follow-up study. I didn't continue in that, but I did do the initial set-up for it. So it all kind of related. Then hazardous materials within the fire service, it's all toxic exposure, so that's how I got involved in it, and became very interested in it.

I have an emergency medical services background as well, and went through the paramedic process, and of course in the overseas areas I worked in clinics, treating people, and things of that nature. So it al1'tied together. Looking back at it you can see the threads as they come through each one, but when you pick them out individually it's kind of hard to say: Why in the world were you doing that? I get that comment a lot.

It's been good. I've written a number of books: Hazardous Materials Injuries: An Handbook for Prehospital Care, and HAZTOX. EMS Response to Hazardous Materials Incidents. In fact, I'm in the process of putting out new editions of those books right now. I've got about a hundred publications; half of them are in toxicology, things of that nature. The others are in emergency management.”


Biographical Sketch
Douglas R. Stutz, Ph.D.


Dr. Stutz is a consultant in Crisis Resolution for the firm of Stutz, Schuh & Associates, Inc. located in Daytona Beach, Florida.  He acted as the Incident Commander for the clean-up of Anthrax from the former AMI building in Boca Raton Florida. 

Previously he was hired by the U.S. House of Representatives and served as the Incident Commander for the U.S. Capitol Anthrax Remediation Project.  He had oversight responsibilities for all activities related to the identification and removal of anthrax from the Capitol area. 

Dr. Stutz holds a Doctoral degree from the College of Veterinary Medicine, University of Illinois.  His field of study is toxicology and immunology.  Dr. Stutz has an extensive background in both science and emergency management. 

He served in the US Army for over 20 years working in the Office of the Surgeon General as Consultant for Emergency Medical Services; as the Director, Department of Microbiology, SEATO Medical Research Laboratory, Bangkok, Thailand; Walter Reed Army Institute of Research (WRAIR) as a research scientist and Executive Officer of WRAIR; and as a Professor of Emergency and Contingency Medicine for the Uniformed School of the Health Sciences and the George Washington University Medical School.

Dr. Stutz also has a unique emergency management background in that he served with the fire service for over 25 years first as a volunteer and subsequently as a career fire chief and commissioner. 

Dr. Stutz is extensively published in both the scientific and emergency management worlds.  He is internationally recognized as an authority on the management of chemically and biologically exposed persons and the management of WMD incident resolution.

Our society is based upon chemicals; in fact, life itself is dependent upon chemistry.  Everything we do is affected by chemical action.  We are made up of chemicals and they govern our lives through chemical reaction.
